Business and Condominium Electric Mobility

Cogeser extends the installation of charging stations to apartment buildings, taking a step forward in the development of electric mobility

To promote the development of electrical mobility, the SMARTesana project aims to encourage smart management of private "neighborhood" transportation through the installation of charging systems that facilitate the use of electric cars, thus enabling the decongestion of city streets and reducing the impact of greenhouse gas emissions from fuel consumption.

E-mobility is making streets, neighborhoods, and even homes and apartment buildings the protagonists, turning them into the ideal places to install charging stations for cars and bikes

In addition, as of 2018, according to Legislative Decree 257/2016, new apartment buildings are obliged to install car charging stations.

The requirement applies to both newly constructed buildings and those undergoing renovation, and includes a number of outlets equal to at least 20 percent of the total parking spaces present and available parking spaces for other buildings.

We at Cogeser Energia believe that apartment buildings in the Martesana area can become flagships in the development of electric mobility.

CHARGING SERVICE FOR APARTMENT BUILDINGS: WHO CAN APPLY

1. CAR BOX OWNERS WITHOUT ELECTRICAL SYSTEM

It is possible to install a POD connected to one's home utility or an independent POD (if the box is not physically distant from the home).
It is also possible to apply for connection to the condominial grid and equip the system with a meter located downstream of the fiscal one. In this case, it is necessary to ensure that the contracted power of the condominium utility can withstand the effort.

2. OWNERS OF A PARKING SPACE IN THE SHARED COURTYARD

You can request the installation of car charging columns for your exclusive use within your assigned parking space. The connection to the POD follows the same limitations and solutions as for car boxes without an electrical system.

For both types of applicants, communication to the administrator (content and manner of implementation) and project prepared by a company specializing in the design and implementation of charging stations (design of the new system, declaration of system conformity, update of the design of the electrical system of the common parts related to Fire Prevention) will have to be submitted.
The possible update of the Fire Prevention Certificate and the relations with the Fire Department will be the responsibility of the apartment building. 

Once all the documentation has been submitted, the assembly may proceed to order all innovations directed to the improvement or more convenient use or greater performance of common property (fifth paragraph of Article 1136) alternative ways of execution (building stability, safety, architectural decorum). It may, moreover, decide by the same majority to make execution conditional upon the installation of suitable safety measures for any damage caused to the common parts.

 

3. ELECTRIC CAR OWNERS WITHOUT A GARAGE OR PARKING SPACE FOR EXCLUSIVE USE

It is possible to install a wallbox or column in a common area of the apartment building. The request may be submitted by one or more apartment owners (viewed in the light of Articles 1102 - use of the common thing - and 1121c.c. - onerous and wanton innovations. It must be submitted by the applicant to the condominium administrator.
rnAt that point, the condominium assembly will be required to pass a resolution with reference to the concession in their favor by a majority provided for in Art. 1136 Civil Code paragraph 2 - qualified majority i.e. 500 thousandths and majority of those present.
rnOnce installed, the charging point may be used by all eligible apartment dwellers (apartment dwellers who have joined economically and apartment dwellers who wish to join at a later date, participating in the expense).
rnOn the technical profile, the station will have many similarities with those for public use.
